INFORMATION AND ORIGIN

The Unsolved Homicide Playing Card strategy has proven successful in other jurisdictions including The United States and South Australia. The cards aim to encourage inmates to come forward with any information regarding the unsolved homicide cases on the cards.

Tommy Ray first introduced the cards in Florida in 2007. He says that the cards are successful due to their psychological impact on offenders, noting that the image on a card ignites a more personal response. After the cards were first implemented in Florida, information from the cards solved three homicides within three months of their implementation.

Since their introduction in other jurisdictions, the unsolved homicide playing cards have assisted in solving numerous cases. In 2017 it was reported that 35-40 cases had been solved across the United States. Some states in the US have now reached phase 4 of the cards strategy. Meaning, four separate decks of cards have been produced and distributed, displaying different unsolved homicide cases. Connecticut has reached phase 4 of the strategy and 26 cases have been solved thus far. Unsolved homicide investigators have received more than 675 tips since the first deck was introduced more than six years ago.
