The cards were first introduced in Florida in 2007. Within the first three months of their implementation, the cards solved three cases. Officials in the United States approached the strategy from the perspective of “If we just solve one case it’ll be worth it” – Tommy Ray (Creator of Unsolved Homicide Playing Cards).

Over 15 states in the United States have implemented the Unsolved Homicide Playing Cards strategy including but not limited to; New York, California, Delaware, Oklahoma, Ohio, Florida, Rhode Island, Minnesota, South Carolina, Colorado, Washington, Illinois, Missouri, Texas and Indiana.
